Antique Vintage Primitive Folk Art Paper Mache Horse Pull Toy

Up for sale is this vintage paper mache pull toy horse. Strikes me as too small to have been an actual toy, perhaps made as a display piece. It’s in pretty rough condition, missing hair, eye, outer layers, the wheels are pretty wobbly and you can see that there isn’t a uniform cut into the base to hold the wheels.
